I am getting a i5 4460 and a sapphire R9 390 and i want to record 720p with OBS while playing GTA 5. Can it do if not what could i upgrade to.

Encoding requires CPU power, so the more cores the better. i5's dont have HT's so you'd be better with an i7.

Get the VCE bundled version, and you can record at 1080p60 if you wanted to

He could also spend less than $100 USD more and get a Xeon E3-1231 V3 chip. It's basically and i7 4770 with the iGPU taken out.

There you go! Has 4 cores with hyperthreading, no iGPU (but you aren't gonna use that anyway,) and it's around $240!

You could get a xeon to save money as some models have hyper threading and are priced similarly to i5s

Hmm yea then going for a xeon CPU might be a better choice. i7 's are all 300$ and more

it should be fine if you use Quicksync. I can record games at 1080p with my G3258 using quicksync.
