I've recently noticed that I've been getting bottlenecked by my CPU lately even on easier games. For example, I started playing borderlands 2 again today and I would randomly get lag spikes. I noticed that my cpu usage would be at or near 100% during those times. There are also times when playing payday 2 I would get lag spikes due to CPU usage being at 100% (though only on one core this time). Is this a sign that my CPU is dying? Or is it something else?

I forgot to mention that it's a 3570k overclocked to 4.5 ghz at 1.3v.

I don't think CPU's die much.

What's the most painless way to reinstall windows because I've got a crap ton of stuff...

you have to reinstall all your things, there's no way to come around. It is a good time to reinstall only the necessary programs and to not use your drives as a thrash can anymore ;)

check your PC for malware or any other process which is eating up your CPU load

if that comes out empty

suggest do a fresh install

if that dont help

then we need to investigate further if it is hardware related

Already ran antimalware and antivirus scans. I guess fresh install it is! Is there a way to just directly install Windows 10 rather than reinstalling win 7 then upgrading?

1.3 is a touch high, but certainly within restraints for what you're doing.

68 is a perfectly fine temp though, perhaps check to make sure you don't have some other program eating up you're cpu usage? Some viruses i've had encounters with will chew up almost 90% of my cpu usage, and im running an overclocked 4790k.

I'll try to do some more controlled tests. I did have other applications open. I just didn't expect my CPU to be affected that much.
