Just want to say, after owning quite a number of GPUs, Kepler GPUs are the most pain in the arse to overclock. They downclock even when temps are fine. You have to BIOS overclock it to stop the card from throttling. 
 
Even then you can't overvolt for crap on these cards as they are limited to 1.21v. Nvidia has done it for me with their BS Nvidia Greenlight program.
My next GPU upgrade will surely be an AMD GPU. I'm sorry to say this: Nvidia sucks now.

i was in the same boat when i had my 680's sli and then my 690 after that, now that i have my lightning 770 im pretty happy, yeah voltage is max 1.21 volts usually but when i hit 1333mhz on the core with that and dont even break 70 degree gaming loads i dont complain to much and once i get my second lightning 770 im putting them under water.. i think it sucks nvidia is locking down ocing a fair bit but at the same time for the noobs out there itll prevent them from killing some expensive gpu's

Yes it makes sense to make your GPU not throttle down when idling to save power and lower heat output.

My 680 has overclocked great so yeah you might have had bad chips

My cards fluctuates between 1189 to 1228 on load, nothing to do with idle. My cards idle at 324 MHz which is good. I BIOS modded it so as to stop it from throttling.

Please do a Google search on Nvidia 320.xx drivers.

i know about that but we are having issues with crossfire and with drivers since the release of 7xxx series cards. its been almost 1.5 year now still...(before saying 13.8 fixes it NO it doesnt i still got issues with frame timings )

Im guessing its your chip, mine 99% of the time stays at 1228MHz if its needed. If im running over 70fps i dont really care if its going down to 1215.

I am guessing his SLI rig is just a bit bored and clocks down because power is not needed.

I have to agree the voltage-lock on the Nvidia 600 and 700 series cards is probably the worst thing about these cards.
It's really a shame because Nvidia was all about overclocking.

This is EXACTLY why I sold my 670 and bought a 7950, was cheaper, has more VRAM, overclocks incredibly better and is faster in every game I've tested so far.
Best decision I have made yet, and the driver support is top-notch, I think people should really start to seriously think about switching to AMD.

About 1320 mhz on the core & 6500mhz on the memory. The card is perfectly game stable and never goes above 70c  :D

Don't blame company wanting to protect their own products from irresponsible users. I'm very positive AMD will follow nVidia steps in that segment, since it will save quite a bit of $.

 

I chose AMD for completely different reasons (technical aspect), never choose your GPU based on potential overclocking.

I'm getting around a ~20% performance increase with my overclocks, no complaints with me.

 

Stock for my card (minor OCs vs true stock GTX 760) are 1020Mhz 6.0Ghz Mem Clock, I run it at 1280Mhz and 7.4Ghz Mem Clock stable.  Few people have the HAWK version and are getting 1400+ on the core. (GTX 760)

 

Sounds like decent OC for me anyways, considering its voltage locked and I haven't added the +12mV to mine.

Wanna give Nvidia another chance so I upgraded my drivers from 314.22 to 326.41. Ran 2 runs of Metro Last Light benchmark for each driver.

 

314.22

Both GPUs ran at a constant clock of 1228MHz.

Average FPS 49.50

 

326.41

Both GPUs fluctuates heavily anywhere between 1006MHz to 1228MHz. That's a huge 200+MHz downclock in a worst case scenario. Maximum temps reach 72C only so it shouldn't throttle that way.

Average FPS: 46.50

 

6% decrease in performance on Metro Last Light overall from 314.22 to 326.41. I might want to try more games in the future, depending on my mood.

I don't think the DC2 will even come close. The HOF is a binned GK110 chip, it's the only GTX 780 that's pretty much guaranteed to hit 1300Mhz + on the core on every card. It is the best GTX 780 out right now. We will have to wait and see what the GTX 780 Lightning does, although it may be much more expensive, unlike the HOF.
