GTX 480 has one of the value for the buck but its a bit old. lel

r9 390 is gud

The GTX 480 is a great heater, don't get me wrong. It blew much more expensive heaters I've owned in the past away. :^)

the best graphics card for the money is GTX 970 and the best budget one is GTX 750 Ti. 

That's not really the case. 390 outperforms the 970 consistently across the board

750 Ti is decent if you can get it for 80$

The best priced entry-level card imo is the GTX 950. The best priced mid range card is probably the R9 380. Best priced high end card for the performance is probably the R9 Fury (non-X).

The best price to performance card that you should consider getting is the R9 290. The 390 is often recommended on these forums but the extra VRAM is in most cases useless and the difference in clock speed can be made up via overclocking the R9 290. However, the 290 is close to being phased out completely so you would have to jump on it right now to get any significant cost cutting.

 

Right now in the US you can get a R9 290 DD for $280 whereas for a R9 390 you are looking at around $320 For the MSI TFV edition.
