too expensive PSU for that build
bad cooling solution for the CPU
you could get a Xeon E3-1231v3 + a H97 motherboard and skip the cooler or get the 212 Evo to save money and you'd end up with a more powerful CPU for less.

Why is your psu $150, you can get the same or better quality for cheaper

This, is what he should shoot for. Offers a better power supply that allows for later crossfire, a CPU cooler better then that "212 Evo" and a GPU that will be way more benficial to him then skylake. Betime he ACTUALLY has to get a new CPU a new socket will be out anyways.
