Actually, NASA. they send "rigs" into space (Voyager 1 was clocked at 17km/s in 2013, I think you'd be hard pressed to beat that on Earth)

Technically, the fastest rig would have an i7-4790K (single core FTW).

@GaIaxy has a pretty sweet rig, I don't think it is the fastest but it is up there.
