BTW if you really want the razer h440, we can make shit match it, but not a good price to buy imho.

Can't quite stretch for anything over a 390 or 970 (and I'm not super sold on the 290x versions available anymore.)

So with that in mind here is what I would recommend bare bones:

Motherboard: MSI Z170A PC MATE ATX LGA1151 Motherboard  ($116.99 @ Directron)
Storage: Sandisk SSD PLUS 240GB 2.5" Solid State Drive  (Purchased For $0.00)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  (Purchased For $0.00)
Video Card: Sapphire Radeon R9 390 8GB Nitro Video Card  ($309.99 @ Newegg)
Case: NZXT H440 Designed by Razer™ ATX Mid Tower Case  (Purchased For $0.00)
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply  (Purchased For $0.00)
Total: $751.85
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2015-09-21 20:11 EDT-0400

But I would spend that extra 50 dollars on a slightly nicer mobo (as all the sub 130 dollar z170s look like trash). Like so:

Motherboard: Gigabyte GA-Z170X-Gaming 5 ATX LGA1151 Motherboard  ($154.99 @ SuperBiiz)
Storage: Sandisk SSD PLUS 240GB 2.5" Solid State Drive  (Purchased For $0.00)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  (Purchased For $0.00)
Video Card: Sapphire Radeon R9 390 8GB Nitro Video Card  ($309.99 @ Newegg)
Case: NZXT H440 Designed by Razer™ ATX Mid Tower Case  (Purchased For $0.00)
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply  (Purchased For $0.00)
Total: $789.85
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2015-09-21 20:15 EDT-0400

Or for best performance to dollar ratio grab a 4690k instead with this:

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor  ($229.99 @ SuperBiiz)
Motherboard: Gigabyte GA-Z97-HD3 ATX LGA1150 Motherboard  ($94.89 @ OutletPC)
Storage: Sandisk SSD PLUS 240GB 2.5" Solid State Drive  (Purchased For $0.00)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  (Purchased For $0.00)
Video Card: Gigabyte Radeon R9 390X 8GB Video Card  ($399.99 @ Newegg)
Case: NZXT H440 Designed by Razer™ ATX Mid Tower Case  (Purchased For $0.00)
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply  (Purchased For $0.00)
Total: $787.75
Prices include shipping, taxes, and discounts when available

Yep. I choose red and black, but if you have a particular color scheme in mind there are a lot of options.

Like you favorite of these would keep you under budget:

Not that I would recommend. But they have white and black which if you get/have green led illumination (which I believe that version of the h440 has) then it will appear green and black. (aka the z170a krait gaming from msi.) Middle choice in my last post.
