Are these artifacts?

Hello!
So ive been getting what looks like to be artifacts recently in some of my gaming. While playing rust ive noticed that the crafting menu is distorted with what looks to be artifacts (I dont have any pictures of that)
Also, this happens while playing Minecraft sometimes recently. This especially happens if I have both games running at the same time. 

The screenshots I am providing is from just having Minecraft opened in the background and forgotten about, and it looked like this.

While the game had these artifacts, the game ran much slower than it normally does. I also noticed when I played the game in a smaller window that the artifacts would go away.

So for my question. I'm wondering if this is being caused by my video card, and if its dying. 
These don't happen often at all, but when they do it is only fixed by restarting the game.

I can't see anything wrong in the screenshot. Where do you see the artifacts?

Right at Facing, there are blue marks. Also, I see red and green lines on the sheep.

 

Edit: Blue marks are just water in the background.

Yeah, that's what I thought that blue was at first. The RGB lines on the sheep are a part of that GUI setting, if I remember correctly.

the red and green lines are the axis on MC

and I don't see the blue marks

The blue marks are just water on the horizon, I believe.

Sorry about the miscommunication, the other normal screenshots were just a example of the game running smoothly in a lower resolution.
