Yes you can still upgrade.

So I am planning on making a new gaming computer and when I was looking to buy a OS Windows 8 was $20 cheaper than windows 10. I am planning on building it next month will I be able to upgrade? Oh and I don't take any recomendations of buying Windows on reddit.

Ugh, internet sarcasm and the inability to detect it sometimes strikes at inopportune moments... :P
