Recommend a Budget CPU Cooler?

As a student I rely on work fixing computers of friends of friends for spare cash to upgrade my machine if I want to. As such almost all of my parts are budget where I can get away with it. (semi cheap mobo, cheap case, cheap fans) My machine has an FM2 socket. My question is has anyone had any experience with a heatsink good for a non-overclocked AMD CPU for less than $30?

Hyper 212 Evo! I installed for my daughter's build with the same MSI mobo and APU as you. I was impressed with the price/performance! I set Smart Fan in the bios to 45c with min 50% fan speed and it was still quiet.
