A second hand GTX 660 or 270 or something (or many of the 7000 series AMD cards)

Can't really recommend anything new, other than something on a heavy discount

if you can go over by a little bit http://www.newegg.com/Product/Product.aspx?Item=N82E16814202081 but if not http://www.newegg.com/Product/Product.aspx?Item=N82E16814127780   its what i have and it can run gta 5 on low at 30 FPS no problem and most other newer games on low at 30 fps.   from what i read the R7 260x is only 33%(dont quote me on that) better then the R7 260 but that 260x does have 2gb or memory and the 260 has 1gb

Your GPU is cheaper than both your motherboard and CPU, your GPU should be the component you send the most of your budget on not the least. Get a i5 4460 and a r9 280x with a h97 or a h81 motherboard.

That's too old and low end in my opinion. I would probably shoot for at least a 660 or 670's are sometimes cheap too.

GTX 550 will probably not perform as good as you want.

Found a 670 on eBay, how much should I bid max?

80 dollars max.

Sub 70 dollars would be good.
