I'm starting to find my gtx 750ti is becoming not enough for my gaming needs and was looking to upgrade to a video card that will max games out at 1080p 60fps. My budget is $350 I'm sure a lot of people are just going to say get a gtx 970 but just seeing if there are any better options.

r9 390 might be in that budget, but I'm seeing varying performance levels, so I'm not sure how much faster, if at all, it is...

The 970 is the best option of 1080p gaming only, the only other competitors are the 390x and that isn't optimized for 1080p gaming since it has 8gb of VRAM.

r9 380 is about $350 I think.

I don't really believe so, the only possible differences would be design and the cooler. I'd go with EVGA.

Yeah your budget really limits you to the r9 390 or the 970, but don't think thats going to max out every triple a  game at 1080p with all the eye candy and have smooth always at 60 fps gaming. personally I still lean to Nvidia gpus because I feel like game works gives me something that console gaming just can't right now.

The fist question you need to answer is "what games are you playing?" - 1080p 60fps is just a resolution and frame rate - League of legends and starcraft have completely different requirements from GTA 5 or Tomb Raider for example. 

 

Based on your budget alone 970 is the best on "team green" but with the recent 300 series launch those 280-290's are very compelling for the price as they get discounted and kicked out the door.  The question therefore becomes at that point - can your PSU and the thermals in your case handle it?  There is lots to be said for low noise and heat from team green, but the value may outweigh that and you may go with team red.

If you go with evga I'd recommend the ssc, it has a revised cooler and more available power. Evga has an awesome warranty and customer service, but if you would rather get the best for overclocking that would be the g1 gaming from gigabyte

Personally it was the warranty and customer service that sold me on the ssc over the g1, performance wise all 970s are pretty close

The R9 390 typically outperforms the GTX 970, especially on higher resolutions. The only issue is the higher TDP and lack of room for overclocks, but otherwise it's what I recommend at that price point.
