Cheap streaming only pc for friend

Hello peoples, I have come with  some help with my friend who has asked me to to see if I can make him a cheap but good streaming only pc. He wants it to be small and stream at 1080p. He didn't tell me a budget per se but its more then likely he wants to be cheap enough that it wont break his wallet. So if you can I would like some help on what would work for a streaming pc.

CPU: 5900X   MOBO: MSI Tomahawk x570 
MEM: G.Skill 32gb (2 x 16gb) 3600
GPU: Asus tuf oc 3080

 

May add the other bits of my system later on

If he doesn't want to make it himself, what's a nividea shield cost? apart from that, maybe some of the POS solutions, and just running one as a virtual machine?

He wants to use it to stream games from his main system, but without having his system being bogged down by the streaming.
