Windows 8.1 uses the Modern UI which is what you're seeing when you click the Start button. That is Microsoft's Start Screen(as they call it).

You need a 4 pole adapter for that to work, most headphone jacks are only three pole.

to exit the modern ui or switch between full screen applications, you can move your mouse to the top left corner of the screen and click. you can also move your mouse in the top left and the down the left bezel to show all full screen apps and choose a specific one (similar to workspaces with control+up on osx, except in windows 8.1 you can only have one desktop)

if you dont want to use the modern ui at all you can install a free extension like classic start or start is back, to give you a windows 7-like start menu.

to go the desktop you can click in the bottom right of the screen (right side of the clock in the taskbar) to go to minimize all windows and go to the desktop.

to change your recording device, simply right click on the speaker symbol in the task bar, click on recording devices and select the your headphone's mic as default recording device. steam relies on that setting, other applications like skype let you choose your recording and playback device independently.
