If it just refreshes the previous frame, then you have lag/stutter equivalent to Vsync. That's the point, without VRR you always get a downside.

There's not really any lag that wouldn't have been there even with VRR. All VRR does is average out the delays as best it can, and it's at a granularity you can't actually notice. It's nothing but a placebo effect in the end. The lag or stutter will catch up, even if mitigated somewhat.

There's at least one frame of lag. That's pretty significant, especially when it's only affecting some of the frames. It's like judder, except worse because the content is interactive.
