Do program settings override global settings?

In the Nvidia control panel settings, if I don't have vsync enabled on the global settings but do have vsync enabled on the GTA V program settings will vsync be enabled or disabled for the game?

Yes, if you have it enabled ingame it will be enabled.

Yes, it is there if you want specific settings to games that you don't want affecting everything. But you will see there's also the option to use the global setting if you so desire.
