Can you use the same OS key twice?

2 years ago, I bought a PC with Windows 8 installed. I now have Windows 8.1 on the PC, but I want to build a new PC from scratch. Does this mean that I have to re-purchase another Win8.1 key, or can I use the same one?

If you deactivate the key you want to use before using it elsewhere, it should work fine, but the old machine will need a new key.
