I have a internet bottleneck Help!

Can't get higher then 4.5 Mbps in total.

That is because that download site measure Mb (megabit) while Steam measure it in MB (megabyte).

 

1 megabyte = 8 megabits.

So 25Mb = 3,2MB.

 

So nothing is wrong.

My motherboard (Gigabyte GA-970A-D3P) I has a Realtek® GbE LAN chip (10/100/1000 Mbit)

I have a CAT 6 Ethernet Cable connecting my pc to the router(Bell Fibe Sagemcom Router) with 4 Eth 10/100/1000 Base-T.

I can't find the bottleneck.

What makes you think you have a bottleneck?

Dear lord what sort of internet infrastructure do you have? Bell doesn't have a consumer 25gbps download package

 

They do have a 25mbps down and 10mbps up, I think ye got your details mixed up mate.

 

Their fastest package is only 175mbps download.

It should be correct.

25Gbps internet plans don't exist, 25 Mbps does.

 

 

please check that you have 25Mbps, not 25Gbps.

What bottleneck? what issue are you having

So let me see if I have this right, on another computer you get 25mbps and on this computer you can only get 4.5mbps using the same test?

You confused MB w/ Mb.

25 / 8 = 3.xx MBps

 

You're getting your advertised speed.

I don't see any bottle neck.
you say your getting only 4Mbps but the test picture shows 25down 10up. 
If you want any better the best I've found so far is
www.mediacomcable.com you pay $80 per month for 150 down 10-20 up depending on which of the highest priced ones you buy.
And maybe upgrading to something like the Asus wifi adapter for the best Wifi you can get if you wanna say screw the Ethernet cable
If so try this. It has up to 1Gbps so you should never have any issue except your own routers range

You have 25Mbps down and 10Mbps Up, not Gbps. I can't see a bottleneck, other than the speed of the network, technically. 

Agreed. there is no problem here. alot of the time you get only as much as you can divie up amongst the household. so you are getting a good speed. and NEVER USE THE TERM BOTTLENECK again until you understand what it means... <_<

Run speed tests from different devices call isp and email screen shots. They should fix it
