Use squarespace.

WEll I know learning about html, php and mysql helps a lot.

I Want To Make A Website For Mom Since She Makes Signs And Crafts  And I Want To Surprise Her Since She Has To Sell Them From Other Stores,But I Don't Know What To Do.And I Can't Use A Square Space Since I'm So Young And I Don't Have Money

Use Wordpress or code it yourself

Anyway, you want to make an online shopping website?Because there's lots of free website hosting & templates out there, but most of them are for blogs. Shopping makes it more difficult and also implies a high level of security.

use hostinger.com  its free and has a great site builder... or just use usual html :D  

I believe you also can sell things on theie designs... and you can remove the website builder add for free xD

Joomla or wordpress with some kind of free template is probly the easiest way

Wordpress is the only way. If you can fork out a bit you can pay for godaddy I think its 10$++ for a year of hosting and a domain, they have a website builder with a eshop feature and also let you use a business email. (Office 365 based) Its a hell of a good deal.
