They are emergency responders.

 

You'd also be surprised how many fires you can get because of flooding.

Fire departments deal with oh so much more than just fires (speaking from experience as a volunteer firefighter) and, when floods happen, water gets into electrical systems causing shorts and sparks to go flying. Even with a flood, there can very easily be fires.

The General Electric plant burned down during all the flooding out in the midwest. Water does not necessarily stop fire.

That and fire trucks are used all the time as ambulances

Firefighters aren't just for fires. It's not like they wait for cats stuck in trees to spontaneously combust before saving them.

I'm sure every available emergency service was working hard to save people. (Plus the ladder and all the axes and shit might be handy.)

Fire gets called in for all sorts of rescue scenarios. Building about to collapse but you have enough time to get people off the roof? Have a engine with a tall enough ladder? 

Guess who you call? The firemen.
