You may (keep AA low or off entirely--it's unnecessary at 4K, IMO) run into vram limitations with 970 SLI, but for raw horsepower they're the way to go without question.

Haven't tried it myself, but depending on how well the game utilizes SLI scaling, the 970 SLI should be better. That is unless you max out the 3.5 gb frame buffer which is possible at 4k. Maybe you should wait for all the smoke around the 980 ti to clear up before deciding anything.

Get the two 970's. They will deliver higher frame rates right now. However if you don't mind upgrading in the future, get a single 980 now and get a second one when you have more money. I have 2 780ti's in sli for 4k and I get 40-85 fps in most modern games with AA off.

If you are looking at 970 SLI for 4K, I rather you go for 2 x 290x Crosshair for the 4K. At least in my country, 290x cost lesser than 970 but performs better IMO in 4K. That's what I'm using and so far, the fps looks to be pretty good.
