Most of them do. Googling 'gtx 970 dxdiag' has multiple threads about it only showing 3.6GB, even from other manufacturers, such as Gainward.

this is old news man , most gtx 970's are slight;y gimped on the vram even tho it doesn't make a huge difference for the average gamer

Yupp, even my GTX 670 2GB card shows 4GB, this software isnt very accurate at all and should not be trusted.

I rised in eyebrow because it isnt even 2 ^ X as usual... 

 

Same happened few days ago when gpu-z released 0.8.2 version where they corrected ROPs number and Pixel fill rate in 970.

All this makes me think this numbers are reported by hardware or handwriten by folks? Inconsistent... at least.
