Why do you think it is?

Got any fps numbers?

Either way, try checking the temps while gaming to see if it is not thermal throttling (I understand you're not at your PC now, but that is kind of necessary info)

It never stays Stable FPS wise like Saints Row 4 or 3, Any of the Square Enix games from the Humble Bundle. It just doesn't stay at 60 FPS (I do have Vsync on)

Because he had a hard drive.

Download the 3d mark Firestrike Demo, benchmark, and tell us your score so we can confirm weather or not this is a HW issue.

At that resolution with these games you should easily hit 100+ fps.

The only thing I've touched is it will throttle if it reaches ~80C

Because he had a hard drive.

Use MSI Aterburner's OSD while playing, to monitor CPU/GPU usage and temps.

Second thing to get installed when I get home

Because he had a hard drive.

thats the issue you have Vsync on with Vsync it will cap the FPS at 60 your monitors refresh rate so as soon as something intensive happens the FPS will drip turn Vsync off and you FPS will sky rocket

Your GPU should be scoring more than double.

A Xeon is just an overpriced core i5/i7

Your GPU should be scoring more than double.

So any suggestions?

A Xeon is just an overpriced core i5/i7

It's ~250$ and is roughly the same performance as some of the higher i7's

Because he had a hard drive.
