$1000 AU BUDGET

Is there a faster ram that dosent exceed the voltage limit. I didn't really understand what the best answer guy said. Explain?

 

The 1.5v (+5%) is the recommended value (Intel), XMP profiles in your bios are very capable of providing 1.65v to you RAM and are ready to do so.  There is literally no issue with the 1.65v RAM.

 

There might very well be an issue with the i5 4460 and a H81 motherboard though.

I don't think IPS is needed and your build has a i3/pentoium

 

I have a Z97 board, so when you really need more CPU power you can buy an K-series and overclock.  The i3 let's me boost the GPU to a 280X.  You will see more gains from the better GPU than the extra two cores.

 

That moniter dosent have HDmi

 

The only effective difference is that HDMI can transmit sound.  For your purpose, DVI-D is fine.
