A friend of my has build he's first gaming PC but his i5 4460 is running at idle 65c and 95c under load with a stock cooler with the normal thermal paste.

he has pretty good airflow ( 2 120fans). 

he's room temp is normal.

he has a cooler master B 700watt powersupply.

he's CPU voltage looked right.

 

Does anyone know what the problem is?

 

Does getting a cooler master hyper 212 evo with new thermal paste solve the temperature problem??

That's awfully high temps, try remounting the cooler, I don't entirely trust the push pin system Intel uses. Is your fan working?

 

@Atmos Even an Intel stock cooler should be able to keep that chip at lower temps.

The stock cooler w/ stock thermal compound from intel just straight up sucks. Yes, getting a Hyper 212 and better thermal paste will solve this issue most likely.

it should not be that warm. try re-installing the cooler and some new thermal paste.

If the thermal paste included is old, and has crusted up then you'd start to see temperatures like that. The thermal paste from their stock coolers, and everyone elses stock coolers is notorious for turning into cement.

I agree, the stock coolers are too sketchy, I refused to ever even try to attach it to my motherboard.

Stock cooler is really bad. But no way it is running at 65C while idle. Pretty sure re applying paste and re mounting it properly again will solve it.

There is nothing wrong with the stock coolers -- even Linus proved that in his recent stock cooler showdown video.

Sure, they will typically run louder and not keep the CPU as cool compared to a tower cooler, BUT they should and are INTENDED to be able to cool the CPU at stock settings.

 

If your friend is seeing 95*C under load, then either the CPU cooler is not mounted properly (some of the push lock pin are not 100% all the way in), or the thermal paste needs to be cleaned off and re-applied.

Stock cooler isn't that bad, it can cool stock CPU (not overclocked). If you're using aftermarket cooler and it's still hot, then you should try to remount the cooler and getting thermal paste re-applied.

even crusty thermal paste wouldn't put a chip at 65 idle while the cooler is running...

Agree. As long as CPU are not overclocked, the idle temp should not have hit what OP mentioned.

That exact same stock cooler is great on my 3.4 GHz Xeon E3-1231v3 (actually never runs less than 3.6 GHz), which is also a Haswell Refresh CPU that tops off at 81C in hours of Prime95 and 55C in long gaming sessions with room temperature ambient (70-75F). Something is very wrong with the op's system, either the heatsink isn't properly set or he got a defective CPU and needs to RMA it. The Hyper 212 will not solve a CPU idling at 65C, that's a ridiculous tempertature.

Where are the 120mm fans placed? I assume one is right behind the CPU to use as an exhaust? What voltage is the chip running at?

seriously, take a look at this shit: who the fuck thought covering up the only intake fan was a good idea? The case without destroying the grill has literally 0 airflow inside.

Yeah you should replace that stock cooler. Currently I am using a hp stock cooler still but it fine for me Idls at 23-30 under load never passes 51. I do plan on replacing it later on though, but it's working for me now and maybe double check that you have good air flow.
