Wich one performs better? Probably s3 neo but it would be easier to adapt to a new phone because curently he has a lg phone with Lg's ui.

Moto g or moto g 4g whether he wants lte or not.

there is no carrier in our country that sells that. So sad..

would the asus zefone 2 be a option, it is $200 unlocked and comes out next month

It depends on what you want.
The s3 neo has a much better screen and much better camera and lte
The lg optimus l90 has a better battery

Considering Moto G isn't even an option I doubt Zenfone 2 would be. Also it's not $200.

I'd go with the S3 Neo. The phones themselves are very similar but S3 Neo is identical physically to the standard S3 which makes it very easy to find accessories and stuff for it.
