In Windows 10 only Star Swarm will see any improvment otherwise its still DX11 with just hype.

Its supposedly a closer to the metal approach like mantle as well as the game consoles. We probably won't see any performance benefit for about 3 years since devs have to learn how to effectively use the hardware. The programming will be a lot like a console since devs are constantly learning the hardware and creating better optimizations for it.

No, it's so close to DX11 that you won't need to learn too much more. It also just runs closer to the hardware and the way it's done it will just automatically come to devs the way to make it better and therefore new things will be faster easily. It's not a new platform it's a modification, like learning to use windows 7 from vista.
