So recently i discovered that the reason why my friend and I get very different FPS rates on GTA IV with the same gpu is the processor. He has an i7 while i have an a10 7700k. he gets 60 fps with graphics mods on and I get 30-40. Do you think that if I over clock it to the max (nomad clock speed is 3.4 Ghz and boost clock is 3.8 Ghz) I can get a 5-10 fps boost?

not really, overclocking a bad CPU can only do so much...

test with different games and also in Unigine and see the difference

 

OC the CPU side may help but with decent cooling and stable voltage

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

You have a very weak processor and GTA IV is a very CPU bound game, that's pretty much. Overclocking it won't help you that much and the FPS gained will be unsubstantial. I wouldn't bother if I where you.

Idk about 4 ghz. I heard that boost clock for it is 3.8 GHZ

I mean overclock your CPU to atleast 4.1 GHz, stock running 7700K is no good, youll se improvement in fps. Also you need to understand that GTA 4 only uses 2 of your cores on the CPU cuz its an old and shitty ported game.
