(work) Joe ... not ... hard last month, but he .... hard this month.

I have to use simple past or present perfect, I've used simple past for both but I'm not too sure, what's the correct answer?

 

Joe did not work very hard last month, but he has been working quite hard this month.

The English language is constantly evolving, just wait a few years and the following sentence will be considered socially correct if not technically:

 

Joe not worked too hard enough last month, so I threatened to fire the worthless ass, now joe work much harder more this month.

Grammar and spelling is not indicative of intelligence/knowledge.  Not having the same opinion does not always mean lack of understanding.

When I first read your sentence you need help with, I thought maybe it was an ad for Viagra.

 

These two are correct. No need to reiterate!

Anyways the correct version is.

 

Joe did not work hard last month, but he has been working hard this month.
