Black Screen and cursor boot up

My PC, which is an AIO with an e-450 and 4 GB of RAM and runs on Windows 7, began to freeze when launching a game, then windows crashed and i shut it off. Its had problems to freeze a few times at start up, but now when it fully boots up, it shows a black screen and cursor. I can use control+alt+delete, but nothing else. Anyone know how to fix this?

Reseat your RAM?

Also, reinstall Windows?

Try this method before reinstalling OS

Mash F8 right after the BIOS screens appears

and select Safe Mode

see if you are able to go there

or select the Last Known Good Configuration

if the above 2 choices works

it maybe some programs got corrupted

take out youe Win OS disk and use Windows repair

if not

then well use the OS disk to rebuild your OS again

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
