And i play mostly fps and rpg games fc4 dragon age , middle earth ,thief , bf , cod

Are your frame drops online or off line? Because offline non of these games should be strongly bottlenecked, hell at that resolution you shouldn't have any issues driving it with that gpu,I'm curious, what fps does it drop down to and would you be willing to play the game that gives you problems while watching your system monitor to see which component is lagging behind?

I don't get framedrops in every game but just in some crappy optimized games like fc4, cod aw where an amd gpu is the culprit. And i just wanted to get more out of my pc . That's what meant by NOT GETTING SUFFICIENT PERFORMANCE.

If you want to play exclusive games, get ps4/wii u since Xbones only exclusives in its lifetime will be sunset overdrive, Halo 5, and Scalebound.

So I've a budget of 20000IndianRupees(320$) and i am confused about buying a ps4 , xbox one or should i just upgrade my pc(which i think is not giving me sufficient performance).

Specs: fx 8320

R9 280x

8gb ram

I don't do online gaming. And if i were to buy a ps4 or xbox one then I'll have to save some money and wait for 2 months.

What should i do?

Well upgrading you PC would make more sense in terms of quality of system. however i personally like to sit down and relax while holding a controller. games for PS4 include things like God of War, Resistance, Little Big Planet and the upcoming No Man's Sky and Star Citizen (Sci-Fi games) which i think are great. Personally if all your looking to do is chill out while you game then go for a PS4. PS4 is more of a "gaming" system whereas Xbox One is like an "entertainment" system with more entertainment features. So i'd recommend PS4 and keep an eye out for No Man's Sky cuz i think it will be right up your alley. Look it up on youtube and see what you think
