No. 

A few of my friends and I are thinking about building a mining rig. Is the market good right now? we would build about a 600-800$ machine. With AMD 6990 or AMD 7990. Any suggestions on hardware and if now is a good time to start this project? Thanks

Dont. GPU mining is dead/dieng. you are better off buying a mining computer that is dedicated to mining.

Also no those currencies are not that profitable. Sorry m8. :)

How about ASICs? Like USB ASICs? Are the ones on ebay really 2GH/s? that seems like a lot

Early last year it was, not so much now. Between increased difficulty and dropped value, miners already went through the let's flood ebay with old cards phase.
