I still think more SSD storage would be better than something like ~10% better gpu performance, since he's going to use the PC mainly for video editing and not for gaming

Naaahh.. He needs more cuda cores for video editing. Same issue like mine. I need more cuda for lumion.

Well, I'm coming from a pretty weak GT 430 which as just 96 CUDA cores. I think that the GTX 970s 1,664 CUDA cores should suffice, don't you? :D

If I was dedicated to working with video I would build this for myself:

 

1 x 8 core latest intel cpu overclocked to 4Ghz

1 x 512GB SSD Samsung (for boot and primary applications ONLY - WARNING DO NOT FILL SSD OVER 90% bad things can and often start to happen)

1 x GTX 700 to 980 (don't matter - nice for gaming)

2 x Western Digital Caviar Black drives (2 x 4TB drives for data storage and 1 for backup)

1 x Western Digital Caviar Black 1TB or 2TB drive for other software and game installations (steam etc)

32 or 64GB of Ram

What about the CPU or getting more RAM? Video editing depends a lot more on those.

However, have you considered getting a 5820K, X99 and 16GB ddr4 instead of the 4790K? That would make a difference, not a 980 vs 970 

 

If an X99 platform+970+512GB SSD+some TB of HDD storage fit you budget, that would be the best option ( but I'm not considering used stuff )
