Windows Installer cant be accsesed

Hello. I Installed Windows 7 Ultimate to my computer a few months ago, and make regular backups to a WHS 2011. I had to restore from a back up once. However I noticed a few days ago that some parts of windows appear to have some elements on two drives (a Samsung 840 appears to be were the main part of windows is installed to, however their is some stuff such as my desktop that are on an OCZ Agility 3.) I think this might be related to my issue, that is when I try to install a windows installer package I get an error that the windows installer cannot be accessed. I have tried to unregister and register the service. I have made sure that it is activated in Services. I have also tried an SFC scan and and it does not identify any issues. Does anyone know How I can fix this? Thank you!

sadly that did not work I ended up with a blank blue screen and cursor, but no other functionality

new info, the windows installer is not in system 32 in my main drive, I dont know if this is supposed to be this way, but I think it should be their according to this article
