framerate vs refresh rate

So I've recently got my RoG Swift G-Sync monitor in, and was testing it out with various games. I noticed some of my games their framerate locked to 60fps, regardless of whether v-sync is on or off (for example Ultra Street Fighter IV).

 

It's not a really big deal to me however I was wondering if it is preferable to have the monitor run at 144hz or to set the refresh rate to 60hz to match the framerate for these games, or does it even matter?

The monitor itself needs to be set to 144Hz and the games need to support it (some are 60 locked, etc).

take a look if they are mods for the game to unlock the fps. else i would set the refresh rate down

It doesn't really matter. The only time it would matter is when you are watching a tv show or something on it that is locked at 24 fps, since 24fps goes into 144 hz evenly it offers some (probably not even noticeable) benefit.
