Cheapest, reliable preferably 4:3/16:10 Android tablet? And charging stand?

Web pages at leased modern ones are made for 16:9 if you use 4:3 it will be cut off and you will have to side scroll to view the whole page. It's a real pain when trying to read text.

modern web pages dont need side scrolling, the auto scale based on the horizontal width of your display, as i have already said, attached is my portrait monior and as you can see grooveshark has auto scaled so that it is only 1080p pixel wide
