any cpu before second gen (intel) i series can overclock without depending on multiplier  using fsb or base clock depends what your platform is ,problem might be with cmos try clearing cmos with jumper or via removing every cable and bios battery and waiting before that have you tried it with hwinfo, hwmonitor?

edit just realized you cleared cmos, what is your current bios version?

So Hi everyone
I have a G31M-ES2L "i know pretty damn old" and I was playing around with it and trying to OC my dual core e6600 in it, and thats where i noticed when I raise my Vcore in bios it dose not translate that in windows.
Cpu z shows only 1.232 V and in my bios i set it to 1.35 v "running prime 95" and thats with all the powersaving features disabled. I tried clearing my cmos downgrading my bios and nothing worked.
Can some one help ?

The problem is not the multiplier as i can go up to 0.5 ghz above stock and i can lower it down and all but its the voltage thats holding me back as it dose not seem to change no matter what value i put in. It can be 1.4 v in bios but in windows its only 1.23

That can be an issue with the motherboard being faulty. You are able to downclock your CPU but you can't overclock it very easily as it doesn't have a unlocked multiplier. Look at the link i posted and read through it. It explains it pretty well.

 

Have you tried updating your BIOS? the voltage thing is also currently a problem with gigabyte's X79 board as i remember from a video from To Live Customs.
