Is this Setup a good idea for GPU Water Cooling Build?

If you can't bring ambient temp down then there won't be a big difference by using a water cooler since delta temps over ambient will be the same.

I live in a very hot environment (32 Celsius BTW), and i want to keep my 970 cooled as much as possible with the max overclock while gaming.

in using the Hyper 212 evo for the CPU and the H60 and the Kraken G10 for the GPU

That ambient room temp will really wreck any chance of you cooling your PC well...

 

Could you find some way to increase the flow of cool air to your room?

all i have is a crappy sealing fan and it the coldest that it can get in the winter is about 70 degrees Fahrenheit

I know your pain to a extent. 

 

Before I started paying the bills I wasn't allowed to have the AC below 80F... My ambient room temp is always around 75F - 80F now-a-days. Thank god the cold weather is rolling in. 

 

Is one of those window mounted AC units a option for you?

maybe time to look at a full loop and using a water chiller?

you can go right down to 4c but if you set it just below ambient then you won't get condensation.

still expensive as hell, also isn't condensation worse for your electronics than temperatures are?

so long as you keep it at or just below ambient it would be fine.
