It's a scam email. Check the sender's email - "paypal@admin.com". It's fake.

And the subject - "Uptade you iformation !!!" is spelt incorrectly.

And Replacement safety information?

This is blatantly a scam.

Shot through the heart and you're to blame, 30fps and i'll pirate your game - Bon Jovi

Take me down to the console city where the games are blurry and the frames are thirty - Guns N' Roses

Arguing with religious people is like explaining to your mother that online games can't be paused...

Oh, this is so new. Just look at all the emails I get in my "Junk" folder daily.

What do they know of England, who only England know?

For all you guys getting cocky and pointing out how fake it it looks, guess what?  It's supposed to look fake. If they made it look legit they would be inundated with too many responses to handle.  That and they don't want to catch out people who are of average intelligence or above.  Those people know who to contact straight away and know how to reset everything before too much damage is done.  They only want to catch out the completely below average who don't even think to call their bank when this sort of thing happens.

TL:DR these emails look dodgy on purpose to filter out too many returns from people they can't maximise their loot. If you didn't fall for it, it wasn't intended for you in the first place.

Grammar and spelling is not indicative of intelligence/knowledge.  Not having the same opinion does not always mean lack of understanding.

this is so boring, it makes me really miss the african prince who wanted to give me a million dollars in exchange for my credit card information

Ha, sucks to be you, a Nigerian banker wanted to smuggle out $20m and split it 50:50 with me!

In all seriousness though, you lot shouldn't ridicule OP for trying to highlight a scam, even if they're commonplace.
