Ok so simple problem with no fix that I can find so I figured why not ask the geniuses on this forum. title say it all I have 0-5% cpu usage, but maximum frequency on my cpu at all times. I have done 2 fresh installs of windows and it still persists I cannot for the life of me figure what the heck is going on so if you think you know give me a shout thanks.

 

1.Processor: AMD A10 7850K "Kaveri" 4.3 OC/iGPU 960 MHz

2.MOBO: MSI A88XI AC/ BIOS ver. 1.3

3.Ram: 8gb(2x4gb) AMD Radeon r9 gamer series

4.PSU: EVGA 600w 80+ bronze

5.OS: Windows 8.1 Pro

6.HDD: Toshiba 2.5" 500gb

Type power into your windows search thing. Check what you min and max CPU levels are under the advanced power options settings.

Make sure that AMD Cool n' Quiet is enabled in BIOS

Check CPU-Z to see the frequency. Windows 8 task manager sometimes gives incorrect readings.

Try and change the settings in CCC and bios

1. AMD cool and quiet failed to fix the issue as it caused my freq. multiplier to spasm between 1700 - 4300 MHz causing instability and the PC to freeze.

2. Restored defaults by shorting the CMOS but that also failed to fix the issue as it sill maintained max freq on base clock of 3700MHz/ the R7 iGPU is also maintain max freq. when OC, but when restored to the original base clock of 720MHz it idles at about 321MHz.

 

It is a frustrating dilemma, I'm worried that I may have faulty hardware now which would suck because they components are not even 2 months old. I do know that its not faulty sensors because it affects my gaming sessions cutting FPS by about 10 while playing bf4 which usually hovers around 35-40 FPS on medium setting at 1600x900. I appreciate all the input form you all and hopefully I can narrow this thing down because man is my room warm. O.o. Thanks

it may sound stupid but have you tried MSConfig and see if the CPU was locked in some way?

 

this sounds like the stupid Core locking mode

I noticed your iGPU clock is very high

 

 

can you lower it down?

 

 

disable any auto overclock or the MSI OC Genie function

min was 5% max was 100% changing power plans and even making a custom plan failed to address the issue. :( (reference photos above)
