What FPS Should I be seeing?!?

You're trying to Crossfire the 7950 with the 7870? That's impossible :) Use the 7950 to get your nice framerates

7870 XT is a special edition 7870 that uses the same GPU as a 7950.

Sorry, I didn't saw that the OP have a 7870XT and I just tought that he have the normal or Ghz 7870. Thanks for the correction :P

Look at CPU usage while gaming. What is it? If I had to guess you're bottlenecking. Had the same thing happen with my 290 running on my old Core 2 Quad at 3.2 Ghz.
