Steam pauses my downloads and won't let it continue

This has happened with two games of mine so far which was blacklist and watch dogs and every time i tried to install them on my hard drive it would download to a certain part and then just stop like watch dogs stopped at 1.6 gb and every time i try to resume it it just pauses again i ended up downloading blacklist on my SSD and i went fine but i only have so much room and I dont want to download watch dogs on my SSD also does anyone know how to fix this

Try a different download server in the settings.

Every 60 seconds in Africa...

A minute passes.

no i am not playing anything i am just watching netflix right now and i will proabably try a different download server

no. it just stops the downloads from steam

no. it just stops the downloads from steam

Well you can go into the settings and set it to download while in game
