bad stuttering in pc games

I recently just built a new pc and I am having some serious stuttering issues. All drivers are installed and bios is up to date my specs:

amd fx 8320 at stock speeds

r7260x 1 gb                                   (I thought I might be maxing out vram but tried a different card with 2gb and it still stuttered)

Seagate sshd 1tb hard drive        (ive already tried another hard drive no luck)

lepa cx 500w psu

Kingston 8gb ddr3 1866 ram

biostar ta970 motherboard

 

 

any help is appreciated!!!

What res are you playing at and which games are you playing?

 

EDIT: quick google search shows many people with similar issues. My guess is it is driver related.

im playing at 1080p. the games I play are like cod and battlefield. also my brother has an amd card and he is using the  latest drivers but he dosent have stutter

your brother may have an AMD card but I am referring to the card you have R7 260x

Ive tried the new drivers and I've even rolled back drivers . still stutters.

Ever since I've built it. But if I've tried another GPU and it still stutters must be something else right?
