I saw a 7870 passive before, this could be a higher end gpu but clocked lower due to heat and stuff. but i dont see cables so its max a 7750 or 750 ti

It's for ln2 overclockers. It's passive, so no moving parts to fail, low profile so it doesn't get in the way (it's even tapered away from the CPU for extra clearance), it outputs DVI and HDMI, it uses motherboard power, so no extra power cables in the way, and it has no sharp edges so you don't cut your hands when you're working around it on an open platform. It's a tidy, reliable, convenient little package so overclockers can focus on their CPU/memory alone and not worry about their GPU.
