Looks like a custom cooler for an OCZ PCI-E SSD.

I almost thought that at first, until I saw the DVI to VGA adapter sticking out of the back

Nothing to get crabby about, this card will definitely make waves in the market. I expect it to really make a splash in floating-point calculations.
