You can, but it won't turn on because power supplies only turn on when two pins on the PSU are shorted by the motherboard when the power button is pressed. 

 

There is a way to trick the PSU into thinking it's attached to a PC by using a paperclip; this tutorial shows you how. Once those pins are shorted, it will turn on when you flip the switch.

Unless it's a really trashy PSU it won't make any noise at low load even if you jumpstart the pins

You've to use it under load to really know if it's noisy

It's the msi A850GL, seems to be A tier, but some people said its loud

Possibly but only at high load, on idle it doesn't get hot so the fan won't spin

Even if you short the two pins and get it fired up, you won't be able to test this because you won't be able to load it enough. Might as well try it out in your build and change it later if its too loud.

Ig I could do it, since its only 2 cables, but my pc only uses 200W max, so I won't really be able to load it. That's because it was on sale, and I bought it for a future build

Where did you find that it has a semi passive mode? MSI's website didn't mention it, and the HWBusters review said it didn't have it either.

Are you concerned about the noise level of the PSU on your current build, or for your future build? Expect it to be loud at all loads, and even louder past 600W load. It's better to get a higher end PSU with an appropriate wattage, than to just get a lower end PSU with unnecessary wattage.

Which higher end psu would be good enough tho? All the platinum ones are like 2.5 times as expensive, and I don't know which gold ones are good enough, since everywhere people say different things

Even if it doesn't have semi passive mode fans will spin slowly at light load 

Btw even at high load my RMx850 isn't noisy, or at least less than the rest of the system...

Where are you buying from? The prices and availability will depend on that, and so will any meaningful recommendations. Ignore the 80+ rating, it tells you nothing about how good or bad the PSU is.

The fan on the A850GL starts at over 1000 RPM, which is absolutely audible. 

 

The RMx 2021 is a fairly quiet PSU, and the 2015 and 2018 versions are among the quietest PSUs out there. Not really surprising that you don't find it loud.

Efficiency rating is kinda useless per se unless you're after some percent less power consumption, but as a rule of thumb gold rated and above PSU are build correctly and don't fall below C grade in cultists list, most are B I think 

Plat and titanium are A or B but much more expensive.

Got a 2018 RMx850 White which is indeed a very good unit 🙂

I just got it yesterday, and funny thing, I saw the exact same model on some prebuilt pc running there, and it seemed to be pretty quiet, even though the fan was definitely spinning, so I think I'm fine with the sound. Also the Rmx is literally twice as expensive, considering I got the msi psu on sale
