you want windows to boot of your fastest drive, and no haha, i would say just get another 1tb pcie gen 3 drive for your "easy to run applications"

A single 2TB drive should be fine for everything here. I'd stick with a single drive unless you need more storage.

though it is abit unbalanced and i would reccomend a microcenter 7700x bundle instead though youll need to swap to a 4070 or a used 6800xt/3080 (~300-350$) to keep in budget
