Why are RTX x090 series GPU prices rising?

I was taking a look at GPU price tracker data and noticed that the prices are rising. Some of that is to be expected for various reasons, but noticing the used prices on 3090s being up a hundred bucks over a few months ago and used 4090s climbing even more so on the used market intrigued me. What's driving this particular rise this go around?

AI stuff? The 3090 could be from people who need big memory but can't afford 4090.

A few things, but it involves AI and China mostly, I believe.

 

The US basically embargoed export of high end AI cards to China to slow down their progress in the field, the RTX 4090 being a big part of the target. 

 

Its also a fully capable AI card, the industry for such growing. Its the cheapest AD102 equipped graphics card by a lot, the next step being at least $5k (excluding the 4090D).

 

I imagine its the same reason why the trade-in value for an RTX 4090 for Newegg's GPU trade-in program is $1500. Considering the card came out over 1.5 years ago, retaining 83% of its value is pretty absurd.
