It seems to me that the RGB is pointless as even if there is sufficient clearance the lighting would be hidden by the cooler.

 

RAM clearance under the Peerless Assassin 120 SE is nominally 42mm. 

 

Z5 Neo RGB modules are 44mm tall.

While not as efficient, an option would be to put a fan at the back of the cooler instead of the front, assuming your VRM heatsink has the clearance.
That way your RAM wouldn't be restricted in height.

No. But one can mount the fan a few mm higher if there is sufficient clearance in the case. 

 

As @Aleph256 suggested the fan can be moved (and reversed) to the rear. Some motherboards have tall VRM heatsinks which may prove problematic.

So I should either change the ram to no rgb, or change the cooler so it does not overhang.
