Jumpstarting questions

Is jumpstarting safe? To turn the pc off, should I use the switch on the psu? Will it damage the parts? 
If I do jumpstart it, do I put the screwdriver in between the two pins I circled?

Yes. As long as you are reasonably careful to not bend the pins (if you do, you can just bend them back).

If there's no OS yet, sure. If you already installed the OS, use the power switch/pins, or shut down using the OS. It won't damage anything that is hardware.

It's usually preferred to shut it down through Windows or press and hold the power button (or keep those pins connected), but shutting off the PSU works as well.

Only if you scratch the board with whatever you're using to jump the motherboard, and even then only if it's deep.

Yes.

Yes. Anything metal will do. Screw drivers are probably the most common, but I've also used knives, coins, keys, paper clips, and even a RAM heat spreader at one point just because they were the closest metal thing to me at the time I needed to jump the board.

No, You can just short the power pins again, and if the PC doesn't have an OS, it will shut back down. If it has an OS, you just short the pins for 5 seconds to force a shutdown.

No, jumping it again for 10 seconds will also turn it off, or you can turn it off from an OS if you boot into one of those.

Turning off the PSU won't damage any of the hardware, though if you're booted into Windows, it can on rare occasions break Windows installs. It's not something you need to be too worried about, but if you can turn it off through the OS that's usually preferred.
